Bhalukpong-Bomdila road snapped

BOMDILA, July 30: Bhalukpong to Bomdila Road link has been snapped following heavy rain. Due to the incessant rain since the night of 25th last and the subsequent swelling of the Tenga River as well as the feeder nallahs, extensive damages have been caused to the roads. Formation breaches and slides at various places in the district have created inconvenience in the commutation of people. The road would be made totally motorable for light vehicles on August 2 and for all traffic the next day.

Deputy Commissioner Swati Sharma, accompanied by the Commander 14 Task Force Col. Muthu Kumar, Circle Officer S. Khandu and DIPRO made an extensive survey of the affected roads and formation breaches from Rupa mor to Jamiri nallah on transshipment. Commander 14 Task Force assured the Deputy Commissioner of restoring the lifeline road from Balukphong to Bomdila at the earliest possible. In order to facilitate the exit of the stranded people from the affected areas, DC Swati Sharma directed the Additional Deputy Commissioner Singchung, under whose jurisdiction the affected areas come, to place vehicles for transshipment. Spare us the controversy: family appeals

ITANAGAR, July 30: The grieving family of former Member of Parliament Wangcha Rajkumar has appealed that grief and loss may not be into a public spectacle.

Wanglong Rajkumar, the brother of Late leader in a press release said that ‘it is unfortunate that personal relationships and equations are being raked up and questioned in the name of the Late leader which is ‘injustice to the ultimate sacrifice he made for the development of the state he so loved’.

My brother’s name should not be dragged into controversy for “leverage of any kind by any individual or organization”.

Wangcha Rajkumar was killed on 23 Dec 2007 by unidentified gunmen at Deomali.

Late leader’s killing outraged the entire state and people took to the streets demanding early arrest of the killers and government action. Since then the state government handed over the case to CBI.

All Arunachal Pradesh Students Union has been demanding that findings of the Rajkumar assassination case be made public. It has called a series of bandh calls alleging failure of the Home Department to contain law and order problem and demanding ouster of Home Minister Jarbom Gamlin from the council of ministers.

Our family appreciated the concerns of the AAPSU pertaining to the CBI inquiry into the assassination but simultaneously we would like to appeal the Apex Students Organisation not to raise the issue at the cost of blame-game” he added.

Our main objective is to find out the culprits and award exemplary punishments so that no one dares to do it again.  Our family is fully aware of the progress that is being made into the investigation by the CBI and we have been constantly on touch with officials in the matter. We have been assured by the CBI and the state government that we would be informed about the findings as soon as the process is complete. He further added that holding the state government and the Home Minister responsible for the functioning of the CBI can only be misconstrued as the Bureau does not fall under its ambit.  

Meanwhile Nocte Students Union came to support of AAPSU and said that steps taken by the Union are necessary to wake up the government to take action

It said that Tirap district continues to face injustice and chaos including boundary dispute, abduction of students and people had enough.

It said that time has come for the state government to take notice of these problems and appreciated the AAPSU for taking up issues.

 

Prakash calls for all out efforts to eliminate Leprosy

NAHARLAGUN, July 30: Health and family welfare commissioner Anshu Prakash today stressed on all-out efforts by health professionals in preventing new cases of leprosy emerging in the state, saying that leprosy has now ceased to be a public health problem disease although it still continues to prevail.

Addressing medical professionals during the inaugural function of a three-day state level workshop on ‘planning and management programme’ for district medical officers (DMO) and medical officers, Prakash said though it is difficult to lower the elimination level of leprosy due to unavailability of vaccine, timely detection and rehabilitation of leprosy infected persons is achievable.

Informing that the state presently has 38 known cases of leprosy, AIFO-India’s Dr N Manimozi said though the number of cases has gone down, leprosy has not been eliminated completely and its cases may increase if not checked properly.

Most of the leprosy cases in Arunachal are in Tawang, Changlang and West Siang districts, he informed. NRHM mission director Dr Talem Tapok spoke about the NRHM’s role in mitigating health problems and said that its mission is decentralized planning involving the local populace in solving health problems.

Additional health service director Dr K Nishing said everyone has to work hard to eliminate leprosy from the state, while state epidemiologist Dr L Jampa appealed to the DMOs to expand the reporting on IDSP so that entire districts would be better informed about various diseases including malaria.

State leprosy officer H Taki also spoke.

Prakash meanwhile inaugurated a workshop on training of trainers on disability prevention and medical rehabilitation for various personnel in the National Leprosy Elimination Programme (NLEP).

Various resource persons including Dr Dinesh Jain from SELRW-India, Mumbai and Dr Sudhakar Bandhophyay from SELRW-India, Kolkata will address the workshop, which is being organized by the AP state health society (NLEP).

 

Dismantling of MLA Cottages illogical: NCP

ITANAGAR July 30: Nationalist Congress Party state unit condemning the state government’s decision to dismantle the MLA cottages said that the decision is irrelevant, uncalled for and illogical.

NCP further said that the government has been claiming of resource crunch but is demolishing the already existing infrastructure incurring huge financial loss from the state exchequer. Arunachal Pradesh needs more infrastructural development particularly for government employees residing in the state capital who are facing shortage of accommodation, power and water supply.

The state government instead of developing infrastructure for the welfare of the people is busy dismantling of the existing infrastructure, the party claimed.

Large scale of illegal land allotment is also going on in the state capital, NCP further alleged.

 

Arunachal objects to exclusion from World Bank’s NERL prog

ITANAGAR, July 30: State government has urged the Ministry of DoNER not to enter into any agreement till Arunachal Pradesh is included in the proposed North East Rural livelihood programme (NERLP) to be funded by the World Bank.

MP Takam Sanjay said that either Arunachal is on board the Programme or Planning Commission prepares an exhaustive scheme in tune with the proposed world bank programme.

A high level meeting of DoNER Ministry chaired by Union Minister for DoNER B.K. Handique, Joint Secretary DoNER P.K. Pattanaik, Director DoNER and State Government of Arunachal Pradesh represented by Member of Parliament Takam Sanjoy and Principal Resident Commissioner, Arunachal Pradesh Dr. Avinash Kumar Mishra, in New Delhi was held on July 28 on the proposed North Eastern Rural Livelihood Programme. Nagaland, Sikkim, Tripura and Mizoram are to be covered under the programme.

The Ministry of DoNER was to sign an agreement with the World Bank for the four States minus Arunachal Pradesh anticipating eminent objection from China.

In the meantime The Minister has agreed to sanction of transmission line project under power department formn Tawang to Khupi (132 KVA line) to tune of Rs. 140.00 crores without diverting any find.

 

Father calls for magisterial enquiry

ITANAGAR, July 30: The family members of late Kadum Panggeng have demanded magisterial investigation and forensic test into his death.

The 14 year old School boy had died at Sirki Falls, Pasighat on July 28. The father of the Late School boy in a letter to the Deputy Commissioner said that he suspects foul play. He named four as suspects including three of his son’s friends who were with him at the time of death.

The father further informed that FIR was filed at Pasighat Police Station without informing the family of the student while adding that other parents and police went to look for the body without informing his family members.  

 

Villages call for exclusion, oppose Basar as Hq

ITANAGAR, July 30: The demand for creation of Lower Siang district is gaining momentum. Though there is nothing official on the creation as of now, in 2007, the chief minister while responding to a demand made by Lower Siang District Demand Committee has asked the Secretary (district administration) to look into the demands.

However, there seems to be some hiccups as few villages are asking for exclusion from the proposed district and there is another group that opposes proposal of Basar as it headquarters.

Depi, Depi-Moli, Detak and Sido villages have called for exclusion from the proposed Lower Siang district bifurcating East and West Siang to a representation to Chief Minister Dorjee Khandu.It said that it would remain with East Siang as it has traditional, linguistic and kinship affinities with the people of East Siang.

It further added that the villages are located 40-42 distance from Pasighat, East Siang district headquarters.  

Present and past Panachayt leaders and non governmental organizations of Likbali area in a letter to Deputy Commissioner West Siang questioned the feasibility report proposing Basar as Headquarters of the proposed Lower Siang district. They alleged that the DC had in a feasibility report has said that people of Likabali is in support whereas the opinion was never sought. They declared a 108 hours bandh starting from Aug 2 demanding revocation of the comments made in the report. It further said that recommendations made last year by the then DC be kept.

15th Lok Sabha Election in Arunachal Pradesh: Does it signal emergence of Issue-based Politics?

A famous political scientist, Harold Lasswell, once said politics is about “who gets what, when and how”. Application of Lasswell’s idea of politics on 2009 Parliamentary Election in Arunachal Pradesh gives us an impression that ‘how’ part of his theory remains unanswered, particularly in Western Parliamentary Constituency, where there had been allegations of use of weapons, rigging, proxy voting and booth capturing by BJP candidate against the ruling Congress candidate.

Formation of ADA

Formation of Arunachal Democratic Alliance, a new political alliance, conglomeration of six parties, just before the election  had the potential to have its impacts on the electoral as well as party politics in the state. It was formed by non-Congress and non-BJP political parties with an explicit understanding to give united fight to two largely dominant national parties.  

Peoples’ Party of Arunachal (PPA), one of the constituents of Arunachal Democratic Alliance, however, withdrew from the Alliance shortly after Wanglat’s name was announced as Arunachal Congress candidate. Later, Nationalist Congress Party backed out from its support to the ADA candidate in favour of Congress candidate in Western Parliamentary Constituency. The withdrawal of PPA and partly by Nationalist Congress Party from the Alliance had created an unexpected confusion among the constituent partners and the voters. As a result, the Alliance could not provide a viable platform for the smaller parties to give forceful fight to the Congress and BJP. So the fight, which went on expected line, was basically between the Congress and BJP.

The Fight

The Eastern parliamentary seat witnessed a four-corner contest with 3, 01,034 of the state’s total 7, 32,290 electorates. It was expected that ADA’s candidate, L. Wanglat would provide a formidable challenge to both Congress nominee Ninong Ering as well as opposition BJP’s sitting MP and its candidate Tapir Gao. The Alliance’s calculation was that its candidate was in advantageous position being belonging to a community that is part of proposed ‘Patkai Autonomous Region’. He is the only candidate representing ‘Naga Tribe’ in Arunachal Pradesh, whereas, all other candidates belong to a same tribal community – the Adi. It is not surprising that he got majority in most of the assembly segments dominated by any of these tribal groups.

BJP’s candidate could not translate his performance as MP for five years into actual votes. He failed to gain popularity and win the hearts of the people unlike his counterpart in the West, Kiren Rijiju.  It was perhaps a tactical move on the part of Peoples’ Party of Arunachal to field a young, educated and a Christian believer candidate to counterbalance the candidature of ADA, who fought the election on an Arunachal Congress ticket.   

The result of the Eastern constituency has proved an oft-repeated saying that in Arunachal Pradesh no candidate wins without direct or indirect support of the government of the day (read: Chief Minister). The voting percentage in favour of the ruling Congress nominee gives even an ordinary man to understand that the ruling party had a cake-walk in this election.

In the first ever parliamentary election in Arunachal Pradesh in 1977, regional sentiment seemingly played a determinate role in the Western Parliamentary Constituency. An independent candidate, Bakin Pertin of Peoples’ Party of Arunachal became ‘peoples’ M.P.’

The history of 1977 was almost repeated in 2009 Parliamentary election in which BJP candidate, Kiren Rijiju of Western Parliamentary Constituency was ‘actually’ elected. The success of INC candidate is considered only ‘technical’ and his victory is sarcastically hailed as “near defeat victory” by journalists. BJP claims that the Congress won the election through manipulation. There are reports of hundred percent polling in many polling stations mostly in those districts,  which are either represented by the Chief Minister or Congress Candidate. In some polling booths, even more than hundred percent polling was reported.

The fight was not in between two individuals or two national parties but it was a clash between, what Rupjyoti Pater calls ‘ruling-syndrome edge’ because of a unique and peculiar aspect of Arunachal politics of ‘flowing with the ruling party’ and performance and charisma of Kiren Rijiju. A thin difference of just 1314 votes between BJP and Congress candidates has hardened one’s belief that ruling Congress government used unfair means to secure the win of its official candidate. BJP candidate did not have even a single MLA with him and almost cent per cent Panchayat leaders of all 33 Assembly segments, as claimed by Congress leaders, were not coming out openly in his support. A politically significant question here is: how did Kiren manage to secure 48.6 per cent (against 49.1 per cent of Congress candidate) of total votes polled?

In this socially and culturally diverse state with politically ‘immature’ voters, it is not so easy to find a ready-made answer to such questions. One of the commonly expressed views is that Kiren’s performance during his tenure as M.P. coupled with his strong personality has enhanced his appealing power. He is widely respected not just as a politician but as a youth icon, who represents Arunachal Pradesh and India’s North East.

An important issue that worked against ruling Congress candidate is government’s failure to implement 6th Pay Commission recommendations in toto. Government employees went on continuous strike for a period close to one month and the government-CoSAAP(Confederation of Services Association of Arunachal Pradesh) standoff remained half-resolved during the election. It is possible that employees might have had expressed their anger at the time of election by voting against Congress candidate. Election data show that BJP candidate won comfortably in those places where activities of CoSAAP were highly visible. For example, BJP candidate secured 7044 votes more than its rival Congress candidate from Along, the nerve centre of the movement.

The are, of course, political reasons which need deep analysis before presenting them before the readers.

Some Lessons

Politics once again has started with an eye on ensuing Assembly election in the month of September or October.  The last parliamentary election, many observed, remains an eye opener for the people of Arunachal Pradesh and their leaders. The Government of Arunachal Pradesh headed by Dorjee Khandu, it seems, has learnt a lesson from its mistake in this election. Otherwise, his government would not have announced the release of 30 months arrears for government employees.

Yet some other observers say that the Parliamentary election of 2009 provided a class room lesson for some students’ organizations. These bodies have understood the evil impacts of forceful interference in one’s democratic way of life. A forceful reaction from the society itself to such interferences is a new phenomenon in the electoral politics of anthropologically considered ‘tribal state with unconscious electorates’.

The show of unity between two factions of CoSAAP – CoSAAP (Along) and CoSAAP(Itanagar) is also an outcome of this election. Both the factions seemed to have concluded that strength lies in their unity. Their signal is loud and clear: “We can no longer be ignored”.

Finally, a thin majority win by official Congress candidate (first time in the electoral history of the state) may be an indication of growing consciousness of the electorates of Arunachal Pradesh. A student of Political Science may call it ‘democratic upsurge’. We must, however, not remain in an illusion that Kiren’s personality and performance were solely responsible for his ‘actual’ win. This election, unlike in the pasts, was driven basically by the power of youths. In the years to come some perceptible changes may be seen in the nature of electoral politics in the state.

Governor in Tawang

ITANAGAR, July 30: Arunachal Pradesh Governor Gen JJ Singh, who is on a tour by road to the western part of Arunachal Pradesh reached Tawang in the afternoon today. Driving through the monsoon downpour, the Governor, who had a two-night halt at Dirang, experienced the thrill and breathtaking sceneries en route Bhalukpong to Tawang. It was a first hand experience for the Governor, who always advocated to exploiting the natural bueaty in the region through tourism.

On his arrival to the Gate of Tawang, the Sela Pass, he was accorded a warm reception led by the Tawang Deputy Commissioner, Gamli Padu, SP, Norbu Mosobi, Jung ADC Duli Kamduk and others.  

14km from Sela, towards Tawang, the former chief of the Indian Army pay homage to Mahavir Chakra awardee Late Jaswant Singh at the famous Jaswant Ghar, a war memorial raised in his memory. Jaswant Ghar is a place where patriotic emotions of all Indians find a natural expression.

The Governor, before reaching Tawang stopped at the famous Nuranang or Jung Water falls. He made suggestion to the senior officials to further making it more appealing to the tourists and guests visiting the district.

On his arrival at Tawang, he was received by the officers and political leaders at the circuit house. A cultural programme, depicting the proud Monpa culture was presented in the evening. (PRO to CM)

 

Computer training

CHANGLANG, July 30: The 25 Assam Rifles under DAH Division recently conducted a Basic Computer Training Workshop for the youth of Changlang.

The five week workshop is the Second in the series of computer training activities being undertaken by 25 Assam Rifles as part of its commitment towards providing computer literacy for the youth of Changlang. 30 boys and girls from Changlang were trained.  It was run totally free of cost so that children from lower income group can also take advantage of this facility.

Colonel H B Gramopadhye, SM, Commandant, 25 Assam Rifles gave away the prizes and certificates to the children who performed well on this course. Honouring the recommendations from the local residents, Commandant HB Gramopadhye, SM has assured them that this course will be run periodically by 25 Assam Rifles, so that maximum youth from Changlang get benefited.

The parents of these children expressed their profound gratitude to 25 Assam Rifles for gainfully utilizing the vacation period of their children and educating them in computers which provides a strong foundation for better career prospects in the future.  

 

 

NCP demands re-allotment of post under SSA

ITANAGAR, July 30: Nationalist Congress Party General Secretary Balung Pertin highlighting the public grievances against poor allotment of AT and JT posts under SSA, at Upper and Lower Dibang Valley districts said that despite memorandums and demands of the people for posting of more teachers in the districts the State government allotted only five seats for both Upper and Lower Dibang Valley districts whereas other district have been heavily allotted.

He appealed the state SSA Rajya Mission, Itanagar and the state government to re-allot more teachers posts in the district and look into the partial allotment of SSA teachers post in the state for the welfare of unemployed educated youths.

The party threatens protest against the partiality if the government fails to allot more seats immediately.

He further appealing the concerned authority to look into the un-equal distribution of solar lamp said that MLA Roding Pertin has spent Rs. five lacs for Solar light from his MLA Lad fund and it has been distributed in his constituency free of cost. But MLA had issued maximum of the solar light to Dambuk block whereas, the Kangkong, Bolung, Parbuk, Jia and meka villages were deprived facilities, he added.

 

Lt. Kachai T. Khunjuju Memorial District Level Football Tournament gets underway

BOMDILA, July 30: Eight teams are on the fray in the third and final edition of the Lt. Kachai T. Khunjuju Memorial District Level Football Tournament which is played here at Buddha Stadium Bomdila. The matches would be played on league cum knock-out basis.

The all time favorite and the winner of last year, Charrit Eagles (Blue) of ADC Singchung Abu Tayeng scored 3-1 over Norgum United Kalaktang after some initial hiccups in the inaugural match. It is too early to draw any conclusion as to who would be the winner but the Charrit Eagles (Blue) and the Norgum United Kalaktang are the favorite contenders for the top slot.

48 hours bandh call in West Pasighat constituency

ITANAGAR, Jul 30: The President of the 37th Intellectual Forum has confirmed that the 48 hrs bandh called jointly by 37th Intellectual Forum and Lego Banggo Youth Front across the west Pasighat assembly segment from July 31-August 2 next against imbalance distribution of SSA teachers post in the 37th West Assembly Constituency will go ahead.

Earlier, it had submitted a memorandum to concerned authority for re-allotment of teachers post in the constituency but the same was not materialized by the government within the given time frame.

Demands on recruitment

ITANAGAR July 30: All Sagalee Students’ Union (ASSU) urged the education department not to entertain any outsiders applying for coming SAA examination.

The SSA interview which will be conducted block and circle wise should appoint deserving candidates who are resident of the said block/circle, the union said.

Teachers appointed from outside the constituency under SSA soon leave the circle after serving for six months to a year, ASSU said and further added that this becomes the reason for shortage of teachers within 15-Sagalee constituency.

Meanwhile, I-Borum Zilla Parishad Member Taro Modi also urged the concerned department that first preference be given to candidates who are domicile of the respective circle.

Papum Pare District Youth Association appealed the concerned authority to recruit SSA teachers on merit basis debarring political and monetary involvement.

 

“Tipaimukh dam must be scrapped”

ITANAGAR, July 30: It is written on the wall. Tipaimukh dam is now being resisted from all sides, upstream and downstream, from all communities. The only supporter remains the government of India and the state of Manipur. From the ongoing 15 years resistance in Manipur to the mass anti-dam mobilization in Bangladesh to the recent gathering against the dam in the Barak valley in Assam it is clear that dam must be abandoned. Only a despot or a dictatorial government will continue with forceful implementation stated a joint press release by Citizens Concern for Dams and Development (CCDD), Committee on Land and Natural Resources (COLNAR) and Action Against Tipaimukh Dam Project (ACTIP).  

“It is once again we reaffirmed here that our opposition to the dam remains as firm today as it was fifteen years ago. We will continue to fight against forceful damming of Barak river, we will defend against forceful dislocation of our peoples, resist any attempt to disregard and sacrilege our culture, economy and identity. In the past we have made it clear that our land and environment is crucial for the survival of civilizations that has grown with the river. Whether in the downstream or upstream, lives of all forms, the ecosystem, the economy, culture that has evolved with this river are critically going to be affected by this huge dam. Any form of compensation, compensatory forestation or other ‘benefits’ cannot replace what has evolved over generations” the release stated.

Barak River has now catapulted. As the people of Bangladesh, the communities living downstream of this imposed dam have every right to demand scrapping of this dam, the release added.

The Government of Manipur appreciably in the past have twice passed in the Assembly resolving that they will not allow the dam. But undemocratic processes that rules Manipur have led to the signing of MOU with NEEPCO, and now with NHPC. The government have not for once explained to the people what these MOUs are, how they have passed and how they have changed their position since the Assembly resolution in 1995 and 1997. We urge the government to change its course on this dam, the release added.

  On the visit of the Parliamentary Committee from Bangladesh, we definitely welcome them as representative of our neighbor if they are to come seeking to know more about the dam. However, we would respectfully urge them to desist any form of agreement with India. By agreeing to this dam, impacts on the downstream in Bangladesh or in Assam nor in Manipur or Mizoram will go. We will continue to work with our friends living in downstream to stop this dam from coming up. We will line up a series of events if this dam is not being scrapped immediately, the release added.

 

 

AWKSU to check

ITANAGAR: All West Kameng Students’ Union (AWKSU) in a meeting has decided to check on the problems faced by the district on shortage of teachers.

The union said that appointment of new SSA teachers in the district should not be politically motivated.

It also decided to look into the encroachment problems within the district and to check on all illegal possession of ST/PRC by foreign nationals.

ITANAGAR: Arunachal Pradesh Youth Congress (APYC) vice-president Shilley Sonam and general secretary Mongol Yomsa have been appointed as chairman and member secretary of the Youth Congress Ticket Mobilization Committee (YCTMC) along with seven others as members.

The committee has been formed to analyze and mobilize with the party high command so as to ensure allocation of party tickets to winnable youth Congress leaders from various assembly constituencies in the state.

The committee will function as a medium between aspirant youth Congress leaders and party high command in the ensuing assembly elections.

 

Khandu urged

ITANAGAR: Upper Siang District Youth Congress in a letter to the state chief minister Dorjee Khandu urged that Sibe Mini Hydro Project located at Jeru village be handed over to Hydro Power Development Geku-Division.

The youth congress said that Hydro Power Development Geku-Division would be successful in implementing the project as the division has efficient administration.

 

NABARD training prog.

ITANAGAR July 30: NABARD Arunachal Pradesh chapter in collaboration with Arunachal Pradesh department of Cooperation is organizing two days training programme for officers of Arunachal Pradesh State Co-operative Apex Bank Ltd. (APSCAB) on Preparation of Development Action Plan and Asset Liability Management at Arunachal Pradesh State Cooperative Union, Naharlagun from July 31.

The programme will be inaugurated by Capital Complex Deputy Commissioner cum Administrator Arunachal Pradesh State Co-operative Apex Bank Ltd. Padmini Singla.

The objective of the programme is to equip the officers of APSCAB with required skills for preparing development action plan for the bank and proper management of its assets and liabilities effectively and efficiently.

Through this daily I would like to extend my sincere thanks to Col. Sanjay Aiyar of 19 Punjab Regiment of Kibitho, jawans and doctors who took part in a two-day  health camp conducted recently at Gamliang village under Goiliang circle despite unfavorable weather.  It was the seventh successful health camp in a series within a short duration of three years. Col Sanjay Aiyar  was equally enthusiastic to provide all necessary help and was present during the camp where more than 200 patients of Goiliang circle were benefited.
